ඇයගේ හඬ – HER VOICE

Why should women participate in Politics?

In this question itself there lies another question; “Why are we asking this?” Do we ask the same when it comes to Men?

Unfortunately there prevails a problem that compels us to question ourselves.

Only 5% of the 225 MPs were women in the previous Parliament. Furthermore, it was revealed by Verite Research affiliated Manthri.lk, that Sri Lanka ranked 182 out of 193 countries with regard to female representation in parliament despite our high literacy rates.

කොළඹ බටහිර රොටරැක්ට් සමාජය විසින්, දේශපාලන වේදිකාවේ නිතර කතා බහට ලක් නොවන දේශපාලනයේදී කාන්තා නියෝජනයට ඇති ඉඩකඩ පිළිබඳව හඬ නැඟීමට කාන්තාවන්ටම අවස්ථාවක් සලසා දීම වෙනුවෙන් “ඇයගේ හඬ” විද්වත් සංවාදය පවත්වන ලදී. සංවාදය ආරම්භයේ දී එහි කථිකයන් වන ආචාර්ය අජන්තා පෙරේරා මැතිතුමිය හා නීතිඥ නිරූපා සේරසිංහ මැතිතුමිය වැඩසටහන් නිවේදක විසින් ගෞරවයෙන් පිළිගනු ලැබුවේය.

ප්‍රථමයෙන්ම හඬ අවදි කළ අජන්තා පෙරේරා මහත්මිය පවසා සිටියේ ගෘහ ජීවිතයේදී නිවසේ ආර්ථිකය, සාමය, අධ්‍යාපනය ආදී සියල්ල හසුරුවා ගන්නා කාන්තාවට එලෙසින්ම රටක් හැසිරවීමට ද හැකියාව ඇති බවත් ඔවුන්ට පුරුෂ පාර්ශ්වයට ලෙසටම දේශපාලනයහි නියැලීමට ශක්තිය ඇති බවත්ය.

දේශපාලනයේදී කාන්තා නියෝජනයේ වැදගත්කම විස්තර කරමින් නිරූපා මහත්මිය කියා සිටියේ ශ්‍රී ලංකාව වැනි නොදියුණු රටක කාන්තාවන්ට සම අයිතිවාසිකම් හිමිවී නොමැති බවත්, එනිසාම කාන්තාවන්ට සිදුවන අසාධාරණකම් හමුවේ හඬ නැගීමට පාර්ලිමේන්තව තුළ කාන්තා නියෝජනයක් පැවතීම අත්‍යවශ්‍ය  කරුණක් බවත්ය.

ඇය තවදුරටත් අවධාරණය කළේ පාර්ලිමේන්තුවට පැමිණෙන කාන්තාවගේ අභිප්‍රාය විය යුත්තේ රටේ සමස්ත කාන්තා සුභ සිද්ධිය වෙනුවෙන් නැගී සිටීම බවයි.

අනතුරුව අන්තර්ජාලය ඔස්සේ සංවාදය හා සම්බන්ධ වූ කාන්ති කොඩිකාර මහත්මිය කාන්තා සාක්ෂරතාවය ඉහළ මට්ටමක පවතින, ඉහළ තනතුරු හෙබවන කාන්තාවන් සිටින රටක පාර්ලිමේන්තුව තුළදී ද කාන්තා නියෝජනය උපරිම මට්ටමක පැවතිය යුතු බව පෙන්වා දුන්නාය.

කාන්තාවක් ලෙස දේශපාලනයේ දී පැන නැගුණු අභියෝග හමුවේ ක්‍රියා කළේ කෙසේදැයි අසමින් නිවේදක ඇසූ ප්‍රශ්නයට පිළිතුරු දෙමින් අජන්තා මහත්මිය කියා සිටියේ පිරිහෙමින් පවතින දේශපාලනය හේතුවෙන් සමස්ත රටම විනාශයකට ඇද වැටීමට ඉඩ ඇති නිසා ඇය සියලු බාධක නොතකා දේශපාලනයට පැමිණි බවයි.

 දේශපාලනයට පැමිණීමට පෙර තමාට ද බියක් හා කුකුසක් තිබූ නමුත් තමන් කෙදිනකවත් දේශපාලනයට පැමිණීම පිළිබඳව පසුතැවිලි නොවන බවට නිරූපා මහත්මිය දැඩි උද්යෝගයෙන් කියා සිටියාය.

සංවාදය අතරතුර දී දුරකථනය හරහා පැනනැගුනු ජනතා ප්‍රශ්නවලට ද විද්වත් මණ්ඩලය විසින් පිළිතුරු සැපයූ අතර විදේශයන්හි සේවය කරන කාන්තාවන්ට සිදුවන අඩත්තේට්ටම් හෙළාදැකීම උදෙසා ශක්තිමත් විදේශ සම්බන්ධතා වල වැදගත්කම පිළිබඳව ද අවධාරණය කෙරිණි.

තවද කාන්තා අපයෝජනයට ප්‍රධානවම හේතු පාදක වන ක්‍රියාකාරී නොවූ නීති රාමුව හා අවිධිමත් අධ්‍යාපන රටාව දේශපාලනය තුළින් ශක්තිමත් කළ යුතු බව ද සාකච්ඡා කෙරිණි. හිරිහැරයට අපයෝජනයට හෝ අසාධාරණයට ලක්වූ කාන්තාවන් ශ්‍රී ලංකාවේ නීති රාමුව තුළ දී සහ අධිකරණය තුළදී නැවත නැවතත් පීඩනයට ලක්වන ආකාරය පිළිබඳව නිරූපා මහත්මිය පැහැදිලි කර දුන්නාය.

පාසල් අධ්‍යාපනය තුළින් ලිංගික අධ්‍යාපනය හා සමාජ අවබෝධය යන විෂයයන් කතාබහට ලක් නොවන නිසා අධිකරණය වෙත ඉදිරිපත් වන ළමා අපචාර සිදුවීම් ගණිකා වෘත්තිය සම්බන්ධ සිදුවීම් සහ අධිකරණයට ඉදිරිපත් නොවන ගබ්සා ශල්‍යකර්ම ප්‍රමාණය ද දිනෙන් දින ඉහළ යාම ඉතා කනගාටුදායක කරුණක් බව ද සාකච්ඡා කෙරිණි.

සංවාදය අවසානයේ දී කථිකයන් තිදෙනා විසින් තම තමන්ගේ මැතිවරණ ව්‍යාපාරයට අයත් ප්‍රතිපත්ති හා පක්ෂ නාම ඉදිරිපත් කරන ලදී.

“ඇයගේ හඬ” සංවාදය තුළින් කාලීන ගැටලුවක් ඉතා සූක්ෂමව සාකච්ඡා කිරීමට අවස්ථාව ලබා දීම සම්බන්ධයෙන් කොළඹ බටහිර රොටරැක්ට් සමාජය වෙත “පබ්ලික් ස්පේස්” කණ්ඩායමේ ස්තුතිය ද හිමි විය.

As aforementioned, with only 12 out of the 225 elected members being women in the 8th Parliament of the Democratic Socialist Republic of Sri Lanka, here’s how a few concerned citizens joined hands with “ඇයගේ හඬ” to share their thoughts on equal gender representation in Sri Lankan Politics and how we could change the landscape if we make an attempt.

Contd: “Women continue to be under-represented in Sri Lanka’s parliament and Local councils. Therefore, it’s imperative we identify what a major setback this is and elect capable and competent women leaders in order to help them defy the odds and work actively towards the needs and interests of the women and girls in our country.”

Contd: “So we essentially elected representatives to Parliament and it was an overwhelming majority of men. So a man had to lead and make decisions about bodies of women and the many challenges they faced including sexual harassment and women’s rights including their reproductive health rights. In a society where the ideal woman is deemed to be a woman whose life revolves around family, a woman who is made accountable in the highest possible standards and a woman who’s supposed to engage in her stereotypical gender roles of cleaning cooking and raising children, running for parliament is no easy task.

And therefore on the 5^th of August this year if there is a woman candidate who has education and can make rational and logical decisions regardless of political backgrounds she comes from, regardless of her experiences, regardless of her looks money or influences, then vote for her.  Give her the chance to represent more than 50% of the population of our country. ”

Contd: “අපේ ආගම, අපේ ජාතිය, නියෝජනය කරන්න අපි මන්ත්‍රීවරු පාර්ලිමේන්තුවට යවනවා නම්, දේශපාලන පක්ෂ වලට වෙනම ඉඩක් ලබා දෙනවා නම්, කාන්තවන්ට තමන්ගේ ජනගහනය නියෝජනය කරන්න අවස්ථාව දිය යුතුයි.

හැබයි මේකෙන් කියන්නේ නෑ වත්මන් දේශපාලන පක්ෂ පෙරට දාන ඔනෑම කාන්තවකට අපි චන්දය දෙන්න ඔනේ කියලා. කාන්තා නියෝජනය වැඩිකරගැනීමේ පරම චේතනාවෙන් පමනක් නුසුදුසු කාන්තා නායකයෝ පාර්ලිමේන්තුවට යවනවා නම් ඒ දෙයින් වෙන හානිය ඉතාම විශාලයි.

ඒ නිසා මේ එලඹෙන පාර්ලිමේන්තු මැතිවරනයේදි වගකීමක් ගන්න පුලුවන් සුදුසු කාන්තා නියෝජිකාවකට චන්දය දෙන්න.”

Contd: “ලෝකයේ විවිද රටවල්වල සිදුකරපු සමීක්ෂන වලින් හෙලිවෙලා තියෙනවා, කාන්තාවන් පාර්ලිමේන්තුව නියෝජනය කරන ප්‍රතිෂතය ඉහළ යන විට එම රටවල්වල ස්ත්‍රී පුරුෂ බව පදනම් කරගත් අසාධාරනකම් ප්‍රතිෂතයක් විදියට අඩුවෙලා තියෙනවා. මේක දත්ත වලින් හෙලිවෙච්ච ප්‍රතිපලයක්.”

Contd: “The only way we can change the culture is by voting for at least one woman. The toxic culture will take a long time to change. It’s not going to change anytime today or tomorrow. But with the upcoming elections, we have the ability to change it at least one step at a time so that in the years to come we are able to have a more gender equal representation in our political environment.”

As the Rotaract Club of Colombo West rightly said, “Their voice is strong. With your help, it can become stronger”.  

Therefore, if you happen to be a citizen who believes in equality and representation, maybe it’s time you become part of the process that brings about what you desire. After all, a “Vote” is part of your primary responsibility you have as a citizen of this country.
